Need help on re-installing my 66 tilt column ASAP

Tilt is now working fine except I must have made a mistake on re-installing the column. Shift lever is fine. But the Tilt and Blinker levers are rotated down counterclockwise about 30*. How to check that disc brake swap was done correctly?

Idle too high when slowing down and assorted issues

My car seems want to get the choke or something else stuck much of the time when slowing down. A tap of the gas pedal will drop it back down.
