Starter outside block mounting hole, part of casting broken off, problem?

Need help on re-installing my 66 tilt column ASAP

Tilt is now working fine except I must have made a mistake on re-installing the column. Shift lever is fine. But the Tilt and Blinker levers are rotated down counterclockwise about 30*. Idle too high when slowing down and assorted issues

My car seems want to get the choke or something else stuck much of the time when slowing down. A tap of the gas pedal will drop it back down.
