Best tool for getting behind the clips that hold the door panel to the inner side od the door?

Should be obvious wants wrong. I need to rotate the oil fill tube a bit. Don’t want to damage the chrome. I taped it up and tried to use a large chanel lock pliers. No luck. Does anyone have a suggested order of operations for sheet metal work on a 66 chevelle. Most of the sheet metal is going to be replaced. Just wondering if there is a generic order to do things it.
Example
1. Trunk floor
