Thought this seller was in USA.  Payment went to someone with a bunch of slash mark.  Don’t really need the product until next spring.

You'll have to call PP support and ask about a refund, but if the seller is legit and they don't have a bad track record, you may be stuck with it.

This is the page for getting your money back. You can't cancel a payment, but you can ask PayPal to get it back for you. Since you weren't told it was not in this country, you should have a good reason.

Yes, finally resolved through an involved process.   my advice, make sure you are not buying something from someone far west.
