Probably worth near what he's asking for the new parts, hood and doors. The rest could be scrapped except the frame.

He doesn't mention any of the missing glass or regulators nor anything about a clear title. If it's a bill of sale car, it's scrap in this state.

No, you can still get a bonded title but I, personally, won't buy anything on a bill of sale because of the involved and expensive process.
