Ragg Topp as stated does a great job for cleaning and maintaining a top that is just dirty. Unfortunately old tops are just that, old. You can not restore something that is deteriorated past the point of being dirty anymore that you can restore your favorite old blue jeans, once they are worn they are worn. There are several top shops that can put on a new top at a reasonable price. Just about every convertible owner in the club has done so and if you get to that point many reccommendation will be offered.

Top was replaced in 1995, about 8000miles since then looking at title information and speed since then. Looks almost new; but I doubt it has had the best care.
I used "3M Marine Vinyl Cleaner, Conditioner & Protector" pt#09023 on the Impala, the top was very old and looked it, I think the car sat in the sun for many years as the paint was very faded. The cleaner/conditioner makes it looked great, made the top look brand new but, it dose not last, I would have to apply it two to three times a summer at $25./8 oz.
