In dry weather, yes. Keeping in mind it does provide structural strength to the front clip by tying things together, specificity the core support to the fender.
But I must ask, why do you ask such a question?

Yeah... I drove mine to the interior shop with no front clip at all and some coat-hangers bent around for keeping things like heater-hoses from touching the tires.
Electric fans and battery in the trunk solved the rest of the issues... fenders keep the radiator from getting sucked into the fan, and right side inner holds the battery on a stock car. Left inner doesn't do much but keep things clean and dry from whatever the tires can pick up.
