The wiper motor is in the park position, but the wipers are out of time with the motor. To fix just loosen the arm at the motor, manually park the wipers, by hand, do not turn on the wiper motor, tight the arm at the wiper motor this should time the wipers with the motor. Now the should park properly, you may need to move the arm a little one way or the other to get them to sit where you want them.

Isn't the arm at the motor shaft slotted and can only go on in 2 positions ? Seems you installed the arm in the wrong position. After changing, leave the wipers in the up position, away from the glass, until you have run them and know it is correct.
Unfortunately, you'll need to remove the cowl grille again, to change this.

Yes, that's probably correct (slotted/two flats), was thinking of a tapered spine type shaft where the arm could be installed in any position.
There is however another possibility that would cause the wipers not to park, if the wipers stop immediately when the switch is turned off, and stop at any spot on the windshield, or same as turning the ignition switch off, then there is no power to the motor for park, so it could continue to run until it reaches the park position, or the points in the motor are bad. Check connections at the motor, there are two connectors (yellow wire) at the motor that have 12v with key on.

Thanks guys, looks like either problem could exist. There seems to be an extra wire, so I am just not sure, Wires in aftermarket harness not the same as my SS and I am not sure about the motor as it had a Delco rebuilt tag, I think it’s a 66 motor. And I could just plug in the wires and it would work if I get caught in a rain.
I think I have bigger starter, flexplate, TV Cable geometry problems.

Starter gear teeth are fully going into the flexplate. That’s a relief. So a noisy starter, maybe it will quiet done some. Now on the the geometry issue.
on the the wiper situation. If there two slots, how are they related to each other, thinking 180 degrees. Would that just put the wipers so the land in the firewall?

If the wipers stop in the SAME position when you shut the wiper switch off then reposition the wiper arm 180* or with the wiper motor shut off in the park position, disconnect the wiper arm, park the wipers (by hand) reinstall the arm.

Here is the wiring to the wiper motor on my Chevelle. Not sure why yours has an extra terminal or do you not have the one connector installed correctly? Anyway hope this helps.

If the wipers stop in the SAME position when you shut the wiper switch off then reposition the wiper arm 180* or with the wiper motor shut off in the park position, disconnect the wiper arm, park the wipers (by hand) reinstall the arm.
Wiper arms stop in the vertical up position when shutting the motor off. But they do wipe the windshield by first rotating counterclockwise then reversing to clockwise (as you face the windshield from the front of the car), just the opposite of the normal action. Reversing 180 or reposting the arms I don’t think will solve the issue.

I wired it as my SS which works correctly. There is one difference from yours as the one plug is 180 from yours which switches the connections around.

So the wipers stop in the same position which appears to be the farthest away from the park position each time you shut the switch off, then the wiper arm is on 180* off.
Remove the arm, park the wipers install the arm.

THANKS everyone. I should have looked at a photo of all the geometry and pivot points before saying or doing anything. With the design of the assembly that rotates the wiper, moving the rotating point that connects the more it corrects everything.
