I have the windshield wipers off and the screws out. The cowl is loose; but either pulling straight out or up something seems to catch. I have never remove one of these so don’t know what the inside looks like or if there is a special way to remove ip the cowl..

If you are referring to the cowl vent grille, the only attachments from the factory are the screws in front under the hood.
The back slides in to rectangular notches cut in to lower windshield filler panel. I may have some pictures in "a pair of Elcaminos" thread.

Yes Karl, the cowl vent panel. It comes out about 3/16” and then something catches. It doesn’t seem to slide out far enough to clear the windshield filler panel so you can lift up.
finally got it removed.
