Looks like a project for someone more skilled at body work than me.
Probably worth near what he's asking for the new parts, hood and doors. The rest could be scrapped except the frame.
He doesn't mention any of the missing glass or regulators nor anything about a clear title. If it's a bill of sale car, it's scrap in this state.

It's been a few years, but between my Dad, brothers, and I, we've gotten bonded titles for several cars in MN.

No, you can still get a bonded title but I, personally, won't buy anything on a bill of sale because of the involved and expensive process.
